The official WhatsApp Business API lets a UAE business automate customer chats legally: replies are free inside a 24-hour window, template messages outside it are charged per message, and since 15 January 2026 Meta bars general-purpose AI assistants from the platform. Numbers get restricted for the opposite behaviour: messaging people who never asked for it until they block and report you.
I build WhatsApp and phone agents for Dubai businesses at ForgeApp. This is not legal advice, and Meta changes its rules. I have linked every claim to its source, and where the source is a vendor guide rather than Meta, I say so.
Is WhatsApp automation allowed for UAE businesses?#
Yes, through the right door. There are two products and they are not the same:
| WhatsApp Business app | WhatsApp Business Platform (API) | Unofficial tools and scrapers |
|---|
| Who it is for | Owner-operated, small volume | Businesses that want automation, CRM links, multiple agents | Anyone tempted by "cheap bulk sending" |
| Automation | Basic quick replies and away messages | Full: bots, calendar bookings, AI agents | Not sanctioned by Meta |
| Pricing | Free | Per delivered template message by category and country | Cheap until the number is lost |
| Risk to your number | Low if used by hand | Low if you follow policy | High |
| Setup | Install the app | Meta business account, verified number, template approval, a developer or provider | Varies |
If you automate anything beyond quick replies, use the API. A normal number running unofficial automation is the fastest way to lose a number you spent years building.
What can a business automate on WhatsApp?#
These are the normal, safe uses:
- Answering customer questions from a script you approve: hours, location, prices, how to book.
- Booking and rescheduling against your real calendar, with confirmation.
- Appointment reminders and order updates to people who opted in.
- Handing a conversation to a human with the history attached.
- Collecting details before a visit, such as a photo of an insurance card or a property enquiry.
Two real examples of what I would build: a clinic agent that books and reminds (read what a clinic AI agent can and cannot do first), and a broker agent that responds to a new enquiry and asks three qualifying questions (see AI for real-estate brokers in Dubai).
What changed on 15 January 2026?#
Meta changed its terms to bar general-purpose chatbots from the WhatsApp Business Platform, effective 15 January 2026. Gulf News reported that ChatGPT and Perplexity were among the services affected. respond.io's explainer stresses that "not all chatbots are banned": the target is bots where AI is the core product, not a business's own customer-service bot.
The practical reading for a UAE SME: your bot has a job (book, answer, remind), is branded as your business, and has a way to reach a person. That is the shape that fits. Building a "ask anything" assistant on top of your number is the shape that does not. For the difference between the two in the phone world, read ChatGPT is not a receptionist.
How does the 24-hour window work, and what is free?#
This is the rule that controls both your behaviour and your bill. According to Meta's pricing documentation:
- When a customer messages you, a customer service window opens. Free-form (non-template) messages are free while it is open.
- Once it closes after 24 hours without a customer message, you can only send template messages.
- Templates are charged per delivered message by category (marketing, utility, authentication) and the recipient's country calling code. Utility templates sent inside an open window are free.
- If a customer contacts you through a Click to WhatsApp ad or a Facebook Page button, messages are free for 72 hours.
- Meta added AED as a billing currency from 1 April 2026, and the page notes a higher marketing message rate for the UAE from 1 October 2025. The exact AED rates are on Meta's rate card, so I am not quoting them.
What this does to design: a good bot answers fast inside the window, so most of your conversations cost nothing. The bill comes from outbound campaigns and reminders, especially marketing ones. Budget accordingly, and see the worked numbers in how much AI costs a UAE SME per month.
What gets a WhatsApp number banned or restricted?#
I could not find a single public list from Meta of exact penalties, so this is built from vendor guides and I flag that. The consistent picture is:
- No opt-in. Braze advises active consent from every recipient before outreach. 360dialog recommends collecting opt-in separately by message category.
- High blocks and reports. Messages that arrive from an unfamiliar sender or with an unclear purpose get blocked and reported. Repeated reports lower your quality rating, which lowers your messaging limits. Chakra's guide describes escalating blocks from one to three days, suspensions of five to 30 days and eventually permanent disabling. That is one vendor's account, not Meta's.
- Spam-pattern sending. Identical messages to hundreds of cold contacts.
- Unofficial tools. Anything that automates a normal number outside the API.
- Wrong category. Sending marketing content as a "utility" template. Meta reviews templates, and misusing a category can get templates rejected.
The pattern is simple. Message people who asked, say who you are, give an easy way to stop. Opt-outs do not hurt your quality rating the way blocks do, per Braze, so make "reply STOP" obvious.
How does the WhatsApp Business API actually work?#
In five steps, without the jargon:
- A Meta business account. Your company is registered and verified with Meta.
- A phone number for the API. Traditionally a number on the API could not also run in the regular app. Meta has been adding ways to use both on some setups, so ask your provider what applies to you and plan which number goes where.
- A provider or direct setup. Most SMEs use a provider (a "BSP") that handles the connection and billing. They add a platform fee on top of Meta's per-message charges.
- Templates. Messages you send outside the 24-hour window are written in advance and approved by Meta. Reminders, confirmations and follow-ups all live here.
- The bot behind it. Your agent receives each incoming message, looks up your calendar or data, replies, and hands off to a person when its rules say so.
The build is the fifth step, and it is where the work is: the script, the red lines, the handoff, the logs. A minimal WhatsApp agent is far less work than a full app. If you are weighing a bigger build, read build vs buy for UAE SMEs.
What do I need to do before turning it on?#
A short pre-flight list:
- Collect opt-in in writing or by an explicit tap, per category (service, reminders, marketing).
- Say who you are in the first message.
- Give an off switch: "Reply STOP to unsubscribe."
- Define the handoff: a named person, a working phone, a response time.
- Write the red lines: what the bot never answers (medical advice, legal advice, prices it cannot verify).
- Check data rules. WhatsApp chats contain personal data. See the UAE PDPL checklist.
- Start with one job, such as reminders, and add a second only after a clean month.
Questions#
Is WhatsApp automation allowed for UAE businesses?#
Yes, through the official WhatsApp Business Platform (the API). Customer-service bots, booking confirmations and reminders to people who opted in are normal uses. Since 15 January 2026 Meta bars general-purpose AI assistants from the platform.
What gets a WhatsApp business number banned or restricted?#
Vendor guides report that messaging people who did not opt in, high block and report rates and low quality ratings lead to lower messaging limits, temporary blocks and eventually suspension. Using unofficial automation tools on a normal account is also a risk. Check Meta's current policy.
What is the 24-hour customer service window?#
When a customer messages you, a 24-hour window opens in which you can reply with free-form messages at no charge. After it closes you can only send pre-approved template messages, which are charged by category.
How much does the WhatsApp Business API cost?#
Meta charges per delivered template message based on its category (marketing, utility or authentication) and the recipient's country, and offers billing in AED since 1 April 2026. Service replies inside the window are free. Add your provider's platform fee and any build cost.
Can I use ChatGPT on my business WhatsApp?#
Not as a general-purpose assistant. Meta's policy targets general-purpose AI bots. A chatbot built for your own business to handle your customers' bookings and questions is a different category, and is allowed.
