Dubai brokers can use AI to answer leads in minutes, follow up on a schedule and draft listing copy, but every advertisement still needs a valid Trakheesi permit number, and the Dubai Land Department fined 256 brokers for advertising breaches in the first half of 2024. AI changes how fast you reply. It does not change who is accountable for what the ad says.
I build AI agents for Dubai businesses at ForgeApp. I have never been a broker and I am not a lawyer. This guide separates three things: what AI is good at in a brokerage, what the rules say (from linked sources, some of which are industry guides rather than official texts), and what I would not let an agent touch. Confirm anything regulatory with DLD, RERA or your compliance officer.
How can AI help a Dubai real-estate broker?#
Four jobs fit AI well, and each maps to a stage of the pipeline.
- Instant lead response. An enquiry that sits unanswered loses momentum. An agent can answer in minutes, in Arabic or English, on WhatsApp or the phone.
- Qualification. Three or four questions: buying or renting, budget range, timeline, preferred area. The answers go to the broker as a short summary.
- Follow-up. A scheduled nudge after a viewing, a price drop notice to people who asked for it, a reminder before an appointment.
- Drafting. Listing descriptions and translations from facts you provide: size, floor, view, service charge, handover date. A person checks and approves.
For voice, an AI receptionist costs 3,000 to 4,000 AED to set up and 600 to 900 AED per month at ForgeApp. For WhatsApp, read what is allowed on the Business API first, because opt-in and templates matter even more for outbound follow-ups.
What are the RERA and DLD advertising rules brokers must follow?#
The central rule is the advertising permit. According to Propspace's guide to UAE advertising permits and McCone Properties' Trakheesi guide:
- Dubai's Trakheesi permit is issued by the Dubai Land Department and overseen by RERA.
- Every property advertisement must carry a valid permit number, and guides say there is no exemption for social media or informal formats, WhatsApp posts included.
- The permit ties together the title deed, the owner's signed listing authorisation (Form A) and the licensed broker, so a broker cannot properly advertise a property they are not authorised to list.
- Since 2024, a Madmoun QR code can be used to verify listings, per the same guides.
On enforcement, Gulf News reported that DLD fined 256 brokers over six months in 2024 for failing advertising rules and issued more than 1,200 legal warnings, and that DLD was working on using AI to monitor ads. Industry blogs report fines starting at around 50,000 AED per offence, but I could not find the official fine schedule, so treat that figure as reported, not confirmed. I also found conflicting figures for the permit fee itself (220 AED in one guide, 1,020 AED in another), so check the Trakheesi portal.
My conclusion for AI use: automating ad creation at scale multiplies the cost of one mistake. A tool that publishes 40 listings with a missing or wrong permit number does not make you faster. It makes you fined faster.
Which AI jobs are safe, and which need a human?#
| Task | Safe for AI? | Human check | Rule behind it |
|---|
| Reply to a new portal or website enquiry | Yes | Handoff to broker | Speed; no advice or price promises |
| Ask qualifying questions | Yes | Broker reads summary | Keep to buyer needs, not sensitive data |
| Book or move a viewing | Yes | Broker confirms | Calendar and owner access |
| Draft a listing description from verified facts | Yes, as draft | Yes, always | Ad must match the property and carry the permit number |
| Insert the Trakheesi permit number | Template field, not AI-written | Yes | Must be valid and match the listing |
| State a price, service charge or ROI | No, unless pulled from the verified listing | Yes | Accuracy; do not let a model guess |
| Post to social media or WhatsApp broadcast | Only after approval | Yes | Social posts also need a permit number |
| Mortgage, legal or investment advice | No | Qualified person | Outside a lead agent's job |
| Chase old leads | Only opted-in contacts | Broker approves list | Consent; see PDPL below |
What lines should an AI agent never cross in a brokerage?#
These are my own rules, written to sit inside the regulatory lines above. I would put them in any agent's instructions.
- No ad or message that states a property as available without a verified listing record. The agent reads from your listing system, not from memory.
- No invented specifics. If a size, view or fee is not in the record, the agent says it will check.
- No returns, "guaranteed yield" or appreciation promises.
- No legal, mortgage or visa advice. It hands over to a person.
- No pretending to be a person. Say it is an assistant for the brokerage, and offer a human.
- No messaging people who did not opt in.
- No posting without human approval of the final text and permit number.
If your agent is working from your own listing feed, rule 1 and 2 are mostly solved by design. That is a build question, which I would scope in a fixed-price brief.
Enquiry data is personal data. Under the UAE PDPL, you need a lawful basis, which is usually consent for marketing follow-ups, and you must be careful where the data goes. The practical rules:
- Do not paste exported lead lists into consumer chat tools.
- Tell people on your forms that an assistant may reply and that you store the conversation.
- Keep a way for people to opt out of follow-ups, and honour it.
- Pick tools that let you control where data is stored and who sees it.
Note that the law's executive regulations were reported as not yet published as of September 2026, so get current advice. I explain that in the PDPL article.
How much does it cost to set up AI for a brokerage?#
For the phone: 3,000 to 4,000 AED setup plus 600 to 900 AED a month. For staff drafting help: standard seats run roughly 73 to 92 AED per person per month (converted from about 20 to 25 US dollars), per eWeek's pricing cheat sheet. For a custom lead-reply or listing tool connected to your CRM, that is a project: the entry rung is the Validator at 6,000 AED (list 12,000) and a working version is the 7-Day MVP at 18,000 AED (list 28,000), with the Day-1 Blueprint included. The full picture of monthly AI costs is in how much AI costs a UAE SME per month.
Where should a broker start?#
Start with one job that has no regulatory exposure: instant lead reply and viewing booking. Run it for a month. Read every conversation. Only then add follow-ups to old leads, and keep listing copy as a human-approved draft. The brokers I would expect to do well are the ones who use AI to answer faster, not the ones who use it to publish more.
Questions#
Can Dubai real-estate brokers use AI to write listings?#
Yes for drafting, but every advertisement still needs a valid Trakheesi permit number and must match the property and owner authorisation. AI should only work from verified facts you give it, and a licensed person must approve the final text.
Do WhatsApp and social media property posts need a Trakheesi permit?#
According to broker and portal guides citing the Dubai Land Department, yes: every property advertisement in Dubai, including social media and WhatsApp posts, must carry a valid permit number. Confirm with DLD or RERA.
Can an AI agent reply to property leads instantly?#
Yes. Replying within minutes, asking qualifying questions and booking a viewing are safe jobs for an agent. It should not quote unverified prices, promise returns or give legal or mortgage advice, and it should hand over to the broker.
How much does an AI receptionist for a brokerage cost?#
ForgeApp charges 3,000 to 4,000 AED setup and 600 to 900 AED per month for an AI phone receptionist. A WhatsApp lead-reply agent is quoted per project.
Enquiry data is personal data under the UAE PDPL. Get consent, tell people how you use it, and avoid pasting lists of names and numbers into consumer AI tools. Check the current status of the law's executive regulations with your lawyer.
Want faster lead replies without regulatory risk?
Regulatory points were checked in October 2026 against industry guides and press reports, not the official DLD or RERA texts. This is not legal advice.
