App development in the UAE costs anywhere from about 25,000 AED to over 1,000,000 AED, depending on who builds it and what is written into the scope. A ForgeApp build costs 6,000 AED (Validator, 3 days, list 12,000), 18,000 AED (7-Day MVP, 7 to 10 days, list 28,000) or 65,000 AED (Launch Ready, 4 weeks, list 75,000), each at a fixed launch price. The reason published ranges are so wide is not mystery. It is that most quotes are priced before the scope exists.
I run ForgeApp, a one-person AI-native agency in Dubai. Below I explain why the market ranges are so wide, show line by line what my two most common packages include and exclude, list the add-on prices, and cover the costs people forget. If you want the website-sized version of this, read how much a website costs in Dubai.
Why do UAE app development quotes range from 25,000 to 1,000,000 AED?#
Three published guides show the spread. All three are written by companies that sell app development, so treat them as marketing estimates.
| Source | What it publishes | Timeline stated |
|---|
| Apptunix | Basic 25,000 to 40,000+ AED; medium 40,000 to 80,000+; high complexity 80,600 to 200,000+ | 2 to 3 months basic; 5 to 9+ months complex |
| Riseup Labs | Basic app 25,000 to 45,000 AED with a freelancer, 45,000 to 90,000 with a boutique agency, 70,000 to 120,000 with a large agency; complex up to 300,000 to 500,000+ | 3 to 6 months basic to mid; 6 to 12 complex |
| Netguru | Simple 25,000 to 80,000 AED; agency quotes for complete solutions up to roughly 367,000 to 1,101,000 AED; enterprise from 1,100,000 AED | 2 to 3 months simple; 12 to 24 months enterprise |
Even these three disagree with each other. The same kind of "basic app" is 25,000 to 40,000 AED at one, 25,000 to 120,000 AED at another depending on who builds it. Netguru's own article is inconsistent between sections, which is a good illustration of how soft these numbers are.
What drives the spread:
- Who builds it. Riseup's table shows the same basic app priced three ways depending on freelancer, boutique or large agency.
- How many features. Each feature is days of work, and most quotes do not list them.
- Platform choices. iOS, Android, web, admin panel.
- Integrations. Payments, maps, SMS, existing systems.
- Time. Three to nine months of a team's time is a big number whatever the rate.
My approach is to cut the variable that is hardest to price: scope. I fix it on Day 1, freeze it, and quote a price against a written one-page spec. That is the entire difference.
What is the scope ladder at ForgeApp?#
Four rungs, from the pricing page. The launch price is what you pay; the struck-through number is the list price:
| Package | Price (AED) | Timeline | Best for |
|---|
| Starter Site | 2,500 999 (first 50 businesses) | 48 hours | Getting online fast |
| The Validator | 12,000 6,000 | 3 days | Idea validation |
| The 7-Day MVP | 28,000 18,000 | 7 to 10 days | A working V1 product |
| Launch Ready | 75,000 65,000 | 4 weeks | A launch-ready business |
| Enterprise / Custom | Quote | Custom | Complex, unique projects |
You buy the lowest rung that answers your next question. If the question is "will anyone sign up for this," that is the Validator. If the question is "will people use it," that is the MVP.
What does the Validator (6,000 AED, list 12,000) include and exclude?#
Included:
- High-end landing page (responsive, on your domain)
- Structured scope and design direction (one-page doc)
- Basic auth and user profile (login, signup, profile)
- Email collection or waitlist setup
Excluded:
- Complex logic
- Payment integration
- AI features
Delivered in 3 days. You pay the 6,000 AED deposit and nothing on delivery. It is a real, logged-in product skeleton with a proper landing page, not a mock-up. You get something to show investors, co-founders or the first 50 users without spending the MVP budget.
What does the 7-Day MVP (18,000 AED, list 28,000) include and exclude?#
Included:
- Everything in Validator (landing, auth, scope doc)
- 3 core features, which you define in the Day-1 Blueprint
- Admin panel: user list, basic data views, role check
- 2 rounds of structured feedback (mid-sprint and pre-handover)
- Deployed to your domain or staging URL
- Handover: full repo, README and env setup guide
Excluded:
- Payment integration
- AI features
- Mobile app
Timeline is 7 to 10 days. You pay 14,000 AED to start and 4,000 AED on delivery. The "3 core features" cap is the point. It forces the conversation about what the product is. If you need five features, that is Launch Ready, where the scope is 5 core features, locked in the Day-1 Blueprint. More on how to choose them in the MVP guide.
What do the add-ons cost?#
Add-ons are one-time prices and are listed on pricing.
| Add-on | Price (AED) | Available for |
|---|
| Payments integration (Stripe) | 2,500 | Validator, MVP |
| AI feature, basic (single prompt) | 3,500 | Validator, MVP, Launch Ready |
| AI chatbot (RAG, chat with your data) | 5,500 | Validator, MVP, Launch Ready |
| Mobile app wrapper (iOS and Android) | 8,000 | Validator, MVP |
| Multi-language pack (up to 3 languages, left-to-right) | 499 | All packages including Starter Site |
| Multi-language (Arabic RTL plus up to 5 languages) | 5,000 | All packages including Starter Site |
| Admin analytics dashboard | 3,000 | Validator |
| Dark mode toggle | 1,500 | All packages |
A worked example: MVP at the launch price (18,000) plus Stripe (2,500) plus Arabic (5,000) is 25,500 AED (35,500 AED at list price). That is a bilingual product that can take payments, still below the 45,000 AED and up that a boutique agency would plan for, per the published ranges above. Add-ons extend the timeline, and I tell you by how much before you pay.
One honest note on the mobile add-on: it is a wrapper, built with Expo, that puts your product on iOS and Android. It is not a hand-built native app. For most first versions that is the right call. If you need heavy device features, we should talk about Custom.
Priority delivery is available at +50%. The standard deposit is 50% of the list price, and the launch discount comes off what you owe on delivery (the Starter Site is paid in full up front).
What are the hidden costs of an app?#
The build price is the entry ticket. These are the costs most quotes skip.
| Cost | ForgeApp price | Published benchmark |
|---|
| Hosting | 2,000 AED per year (optional) | 6,000 to 48,000 AED per year per Riseup Labs |
| Domain | 600 AED per year (optional) | Not usually itemised |
| Ongoing support (updates, backups, support) | 3,600 AED per year (optional) | 15 to 25% of build cost per year per Netguru |
| App store fees | Not included in any package | 4,400 to 4,800 AED per year per Riseup Labs |
| Further development | Growth Partner retainer, 5,000 AED per month | Varies |
On an MVP, my hosting, domain and support add up to 6,200 AED a year, or about 22% of the 28,000 AED list price (about 34% of the 18,000 AED launch price), against the 15 to 25% the published guides recommend. You can host elsewhere and skip all three, because the code is yours.
Two more costs are not on any price list: your time (feedback rounds only work if you reply fast) and marketing. Riseup Labs suggests marketing budgets of one to two times the build cost for sustained growth. I would call that aggressive for a first version, but it is a reminder that the build is not the whole budget.
How long does it take to build an app in the UAE?#
Published guides say 2 to 3 months for a basic app and 3 to 9 months for most apps, per Apptunix and Netguru. ForgeApp builds run from 3 days (Validator) to 7 to 10 days (MVP) to 4 weeks (Launch Ready).
How is that possible? I use AI-augmented development plus a boilerplate that already handles auth, payments and common features, so I only write the unique part of each product. I also refuse scope changes mid-sprint. The speed comes from removing waste, not from skipping testing.
The stack is Next.js (React), Tailwind CSS, PostgreSQL with our own API (Prisma, JWT auth), Stripe for payments and Vercel for hosting. There is no third-party backend-as-a-service, so you are not renting your product from someone else.
What if you miss the deadline, or I do not like the Day-1 Blueprint?#
Two guarantees, written into the process:
- Late delivery: if I miss the deadline and you have not changed the scope, you get 30% of the project cost back. If you change the scope and approve it, the deadline moves and this refund does not apply.
- Day-1 Blueprint: if you reject the Blueprint, you get your deposit back in full.
The Blueprint is included in every build, with scope, estimate and risks delivered on day one. It is the first thing you approve, before any code is written. I explain how it works in the MVP guide.
How do I choose between the Validator, the MVP and Launch Ready?#
Ask what you need to learn next, and what you would regret not having.
- Choose the Validator (6,000 AED, list 12,000) if you are not sure anyone wants the product. You need a credible landing page, sign-ups and a login so early users feel it is real. You do not need business logic yet.
- Choose the 7-Day MVP (18,000 AED, list 28,000) if you know the problem and need people to use something. Three features is enough to test a core loop: someone signs up, does the one thing your product exists for, and you can see it in the admin panel.
- Choose Launch Ready (65,000 AED, list 75,000) if you are launching to paying customers. It adds five locked features, Stripe checkout with a customer portal and webhooks, the mobile app wrapper for iOS and Android, and 30 days of post-launch support.
- Choose Custom if you need compliance work, heavy integrations or something that does not fit in a sprint. I will quote after a scoping call, and I will tell you if someone else is a better fit.
A common mistake is skipping straight to the biggest package because it feels safer. A Validator that teaches you the idea is wrong is cheaper than a Launch Ready build you learn the same thing from. The opposite mistake is buying a Starter Site when you need logins and payments, and then paying twice.
If you are still unsure, the Day-1 Blueprint exists for exactly this, and it is included in every build. You get the written scope, an estimate and the risks on day one, and a full deposit refund if you reject it.
Fixed price versus hourly: which is cheaper?#
Fixed price is only cheaper if the scope is real. An hourly build looks cheaper at the start and tends to expand, and fixed prices from vendors who skip the scoping step tend to expand through change requests. My version: scope written on Day 1, approved by you, frozen. Changes after that are priced as changes. I never quote hourly.
If you are comparing a freelancer, an agency and me, ask each of them the same four questions: what is written into the scope, what is excluded, who owns the code, and what happens if the date slips.
Questions#
How much does app development cost in the UAE in 2026?#
Published agency guides range from about 25,000 AED for a basic app to 500,000 AED or more for complex ones. ForgeApp sells fixed-price builds at launch prices of 6,000 AED (Validator, list 12,000), 18,000 AED (7-Day MVP, list 28,000) and 65,000 AED (Launch Ready, list 75,000).
Why do app development quotes vary so much?#
Because scope is rarely written down before pricing. Quotes differ on number of features, platforms, integrations, design depth, and who is building: a freelancer, a boutique agency or a large agency.
What does the 18,000 AED MVP (list 28,000) include?#
Everything in the Validator, three core features you define in the Day-1 Blueprint, an admin panel, two rounds of structured feedback, deployment to your domain or staging URL, and a handover with repo, README and env setup guide. It excludes payment integration, AI features and a mobile app.
What are the hidden costs of an app?#
Hosting, domain, app store fees, ongoing maintenance, and further development. Published guides suggest budgeting 15 to 25% of build cost per year for maintenance and updates.
What happens if you miss the deadline?#
If we miss the delivery deadline and you have not changed the scope, you get 30% of the project cost back. If you change scope and approve it, the deadline moves and this refund does not apply.
Do I own the code?#
Yes. On final payment you receive full ownership of all source code, designs and assets under a standard IP transfer agreement.
