A clinic booking app with WhatsApp reminders and Arabic UI, priced three ways in Dubai: freelancer hours, agency phases and ForgeApp's fixed 7-Day MVP.
The same clinic booking app, with WhatsApp reminders and an Arabic interface, can plausibly cost 12,000 to 40,000 AED with a freelancer, 48,000 to 150,000 AED with an agency, or 23,000 AED fixed with ForgeApp. The freelancer and agency figures are broad, illustrative ranges from my own experience of quotes clients have shown me, not market data. The point of this post is not the exact numbers. It is the method: what each quote is made of, and what is usually left out of it.
I run ForgeApp, a one-person AI-native app studio in Dubai, so I am one of the three options priced below. I will be explicit about every assumption so you can swap in your own numbers. For the full list of what ForgeApp packages include, see the app development cost breakdown.
An illustrative small clinic, not a client. One branch, three doctors, patients who prefer WhatsApp. The first version needs:
Plus an admin panel, login for staff, an Arabic right-to-left interface, and deployment on the clinic's domain. Out of scope for version one: online payments, insurance claims, medical records integration and a native mobile app. Cutting these is what keeps a first version small. If WhatsApp is new to you, read WhatsApp automation rules for UAE businesses first, because template approval and opt-in apply whoever builds it.
Freelancers usually quote hours times a rate. My assumptions, broad on purpose:
| Item | Assumption |
|---|---|
| Hours to build the scope above | 120 to 200 hours |
| Hourly rate | 100 to 200 AED |
| Build estimate | 12,000 to 40,000 AED |
| Revisions beyond the estimate | 20 to 40 extra hours, so 2,000 to 8,000 AED |
| Arabic UI and translation | Often in the hours if the developer reads Arabic; otherwise a translator on top |
| Hosting and WhatsApp provider setup | Usually on your accounts, your time to manage |
The check: 120 × 100 = 12,000 and 200 × 200 = 40,000. The range is wide because both inputs are estimates.
A good freelancer can deliver this app well and cheaply. The risks are elsewhere: the hours are not capped, you act as the project manager, and documentation and handover are often not part of the quote unless you ask. If the freelancer becomes unavailable mid-build, whoever picks it up first has to learn the code.
Agencies price in phases, with a team behind each. Again, illustrative ranges from quotes I have seen, kept broad:
| Phase | What it covers | Illustrative range (AED) |
|---|---|---|
| Discovery | Workshops, requirements document, user flows | 5,000 to 15,000 |
| Design | Wireframes, visual design in Arabic and English | 8,000 to 25,000 |
| Development | Front end, back end, WhatsApp integration, admin | 30,000 to 90,000 |
| Project management and QA | PM time, testing, status meetings | 5,000 to 20,000 |
| Total | 48,000 to 150,000 |
The check: 5 + 8 + 30 + 5 = 48 thousand at the low end, and 15 + 25 + 90 + 20 = 150 thousand at the high end.
What you get for that money is real: a team, a dedicated project manager, structured testing and a company that does not disappear. Timelines are usually weeks to months, because discovery and design come before development. For this small scope, much of that process is more than the app needs. For a multi-branch group with records integration, it may be exactly right.
ForgeApp sells packages at fixed launch prices. This scope fits the 7-Day MVP:
| Item | AED |
|---|---|
| 7-Day MVP: landing page, staff login, scope document, three core features (booking, WhatsApp reminders, staff schedule), admin panel, two structured feedback rounds, deployment, handover with full repo, README and env setup guide | 18,000 |
| Multi-Language (Arabic RTL + up to 5 languages) add-on: right-to-left layout plus translation into up to 5 languages | 5,000 |
| Fixed build price | 23,000 |
The base timeline for the MVP is 7 to 10 days; add-ons can extend it, and the Day-1 Blueprint confirms the date in writing. The Blueprint also confirms the scope, estimate and risks on day one, with a full deposit refund if you reject it. If I miss the agreed deadline and you have not changed the scope, you get 30 percent back.
What is not included, so you can compare fairly: payments (a 2,500 AED add-on), AI features and a native mobile app. ForgeApp is one person, which is why the handover is part of the package rather than an extra.
This is where comparisons usually go wrong. Line up the same four items across all three.
| Hidden cost | Freelancer | Agency | ForgeApp |
|---|---|---|---|
| Revisions | Billed as extra hours | Change requests, quoted separately | Two structured feedback rounds included; new scope priced before work starts |
| Project management | Your own time | Built into the price | Day-1 Blueprint plus two feedback rounds; low time from you |
| Hosting and domain | Your accounts, your setup | Often a separate monthly or yearly fee | Optional: hosting 2,000 AED a year, domain 600 AED a year |
| Handover and documentation | Often not included unless asked | Usually included, check the contract | Included: full repo, README and env setup guide |
| Ongoing support | Ad hoc, if available | Retainer | Optional: 3,600 AED a year |
One cost is the same for everyone: the WhatsApp Business API itself. The clinic pays message fees to its WhatsApp provider directly, whoever writes the code. Ask any builder to show you how reminders are sent and on whose account.
Pick a freelancer when you already know a developer you trust, you are comfortable managing the work, and you want to grow the app slowly in small pieces. Insist on a repository in your name and payment per delivered milestone.
Pick an agency when the project is bigger than this example: several branches, records or insurance integration, formal procurement, or a team you need for many months.
Pick ForgeApp when the scope fits a defined package, you want the price and date fixed before work starts, and you want to own a documented codebase at the end.
Whichever you choose, write the scope down first. The single biggest cause of cost overruns I see is not the builder; it is a scope that was never agreed in writing.
It depends on who builds it. In this illustrative example, a freelancer lands roughly between 12,000 and 40,000 AED before extras, an agency between about 48,000 and 150,000 AED, and ForgeApp at 23,000 AED fixed: the 18,000 AED 7-Day MVP plus the 5,000 AED Arabic add-on.
Because it is usually hours times a rate, and the hours are an estimate. Revisions, unclear scope and integration surprises add hours. Ask for a total cap for a written scope, or for a price per delivered milestone.
Hosting, a domain, WhatsApp Business API message fees, which the clinic pays to its provider, and ongoing fixes and changes. At ForgeApp, hosting is an optional 2,000 AED a year, a domain 600 AED a year and support 3,600 AED a year.
The MVP includes three core features you define in the Day-1 Blueprint, so WhatsApp reminders can be one of them. Arabic and right-to-left layout is a 5,000 AED add-on. Payments, AI features and a native mobile app are not included in the MVP.
When the clinic needs integration with existing medical records or insurance systems, several branches with different rules, formal procurement or a long-term team. That is coordination work, and agencies are built for it.
Want your own app priced the same way?
The clinic is illustrative, not a client. Freelancer and agency figures are broad, typical ranges from my own experience, not market data. ForgeApp figures are the published launch prices.
